Thomas R. Burney

Thomas R. Burney is of Counsel at Zanck, Coen, Wright & Saladin P.C. His practice is concentrated in the area of land use regulation with particular emphasis on zoning, annexation, subdivision and permit matters. He has practiced before numerous plan commissions, zoning boards, village boards and city councils in the Chicago metropolitan area in the course of his 30 years of practice. He has practiced before numerous state and federal agencies in connection with land use issues. He has represented landowners, developers and municipalities before the circuit courts in the six county region, prosecuted and defended appeals before the first and second district appellate court and the Illinois Supreme Court, as well as the Northern District of Illinois and the Seventh Circuit Court of Appeals. He has lectured extensively at the Illinois Institute of Continuing Legal Education and land use and zoning matters and at other privately sponsored seminars. He has co-authored the IICLE Land Use Chapter entitled, Litigation of a Zoning Case. He was appointed as Village Attorney for the Village of Palatine and served in that position from 1992 to 2002. He has been appointed Special Counsel to a number of municipalities including the Village of Hoffman Estates and the Village of Hillside. He served on the McHenry County Zoning Board of Appeals from 1992 to 2002.
