About

Richard L. Prebil provides strategic legal counsel to health care providers in governance, transactions and complying with the web of health care regulations. He brings the perspective of both inside and outside counsel in guiding providers through the challenges of providing health care today.  Mr. Prebil has extensive experience in corporate organization and governance; acquisitions and divestitures; corporate compliance programs; joint ventures; risk management; physician relationships; regulatory counseling; tax and tax exemption; long term care; CCRC; physician organizations; and licensure and accreditation.  He has particular experience addressing matters impacting mission-driven healthcare systems

Most recently, for six years Mr. Prebil was with the Chicago office of Foley & Lardner LLP, where he handled complex transactions and regulatory matters, including acquisitions and divestitures of hospitals, long term care facilities, medical office buildings, ambulatory surgery centers and other health care properties, hospital - physician relations, compliance matters and financings.

During the previous sixteen years, he served as Vice President of Legal Affairs and General Counsel for Alexian Brothers Health System (ABHS).  There he directed the legal affairs of the system, leading numerous transactions, including acquisition of hospitals, long term care facilities and other providers; the divestiture of hospitals; the formation of numerous joint ventures and physician organizations; the development of PACE organizations; development of compliance programs and counsel for numerous financings.  He also managed all litigation, including claims management for an offshore captive. 

Prior to ABHS, Mr. Prebil was an attorney with a St. Louis, Missouri law firm, where he served as outside counsel to a number of area hospitals and the local hospital association. His practice included corporate and regulatory representation of health care facilities, as well as substantial malpractice defense and litigation.

Before entering private practice, Mr. Prebil served as a law clerk to U.S. Senior District Judge William H. Becker in the Western District of Missouri.

Mr. Prebil is a past president of the Illinois Association of Healthcare Attorneys, a past chair of the Health Law Committee of the Chicago Bar Association and currently serves as a vice chair of the Hospitals and Health Systems Practice Group of the American Health Lawyers Association.

He is admitted to practice in Illinois and Missouri.
