About
Engaged in international affairs for over 40 years, Prof. Saba is currently a Senior Adviser at the World Bank for policy and programs in fragile and conflict affected states, primarily in the Middle East and Africa. At the World Bank, he is a Peer Reviewer and Core Team member for an upcoming Flagship Study on “Building Peace and Reconstruction in the Middle East.” He is an adviser for “Iraq Vision 2020,” a joint project of the Government of Iraq and the World Bank. In addition, he is a Senior Adviser Consultant for the United Nations Relief and Works Agency (UNRWA). He has also been an evaluation team leader for the EU and Denmark for programs in Palestine.
Since 2010, Prof. Saba has served as a Member of the Board of Directors (Chairman 2013-2016) American Near East Refugee Aid (ANERA) and an Advisory Board Member for the Eurasia Foundation and for PROLAW, until 2017. In addition to his consulting and board duties, since 2010 Joe has been an adjunct professor at Georgetown University’s School of Foreign Service (2010-2016) and has lectured periodically at the NATO Defense College in Rome and Brussels, PROLAW, the University of Utah, and Harvard University and in numerous other fora. From 1997 - 2010, Joe served as Director for World Bank’s programs in the Mashreq region of Middle East (Iran, Iraq, Syria, Lebanon, Jordan, West Bank/Gaza and the GCC states). Before joining the World Bank in 1991, Prof. Saba was a partner in the law firm of Jones Day specializing in international transactions. He established an office in the Middle East and resided there for four years. He is the author of a book and numerous articles on development practice and transition reforms. From 1979-1991, in addition to his legal practice, he was a founder and editor of International Executive Reports which published professional journals on law and doing business in the Middle East and East Asia. In 1987, Joe was Counsel, US Congressional Committee to Investigate the Iran-Contra Affair.
